And Goal say Lozano could join Arsenal or Liverpool this summer, after his participation at the World Cup ends.
Unai Emery could add to his Gunners squad as they aim to challenge for the Premier League title next term.
Jurgen Klopp at Liverpool, meanwhile, may supposedly sign Lozano because of how well he would fit into their system.
However, the Premier League duo are not the only teams interested in raiding PSV for their 22-year-old winger.
Juventus are also reportedly interested.
The Serie A giants continue to dominate Serie A and Lozano could be the ticket to them finally ending their 23-year wait for the Champions League.
Barcelona have the player on their radar too.
But a move to Catalonia is unlikely given they already have Ousmane Dembele, Philippe Coutinho, Lionel Messi and Luis Suarez at their disposal.
Meanwhile, Mexico boss Juan Carlos Osorio thinks Lozano could be a huge hit for either Liverpool or Arsenal.
“I think Hirving, since he moved to PSV Eindhoven, I think he has made the next step up. He’s an unbelievable prospect,” Osorio told Sky Sports News.
“His pace, his ability to take people on makes me believe that he is a player that will go very far, hopefully he can show that in the next game.
“I just think that whoever takes a chance on him will do well. His pace and again his ability to take people on, he can play in any league and any place.
“I think he will be able to – and he has the tools to play – in the Premier League.”
